Palm tree gets stuck if it is toppled at game start

Bug Description

When starting a game, if a construction dozer starts on top of a palm tree, the tree will get frozen in place.

Reproduction Steps

1. Start a new game as any USA or China on a map with palm trees near the Command Center
2. If the starting dozer is on top of or right next to a palm tree, that tree gets frozen in place
