- ENH: Add pre-commit GitHub Action
- ENH: Bump clang-format to v19.1.7

Run clang-format and other checks on pull requests.
Lastest version in mirrors-clang-format and version updated for ITK.

After 4.1.0 pre-commit update, ./.pixi/envs/pre-commit/bin/pre-commit run --all-files
