The benchmarking is only being applied to the iris repo, but this workflow is intended to be, and is being, used in multiple other repos

I had assumed this wasn't a problem, given New: Pull Request is also not a label that we use on all repos either.

benchmarks/README.mdfor moreNote that this feature is currently under repair in SciTools/iris
FEATURE_benchmarks, but it would be good to be prepared so this doesn't get forgotten about. In the meantime the label does no harm.
