update docker files

based on PR #654

• update docker file for dev (update images version, remove unneeded scripts, create a dedicated entry point)
• update Dockerfile to reduce size
• add docker-compose.yml (minimal Docker compose version: 2.30)
• add github action to create and publish an image on Docker Hub and Github Registry on tag push
