Add .PHONY where appropriate. Add additional targets to build and install locally. Add help target and documentation for all targets. Change default target to print help.

Use BeautifulSoup and lxml to generate prettified XML for robot descriptions.
This is just a minor addition, but it is nice to have formatted XML.
