Remove stale and resolved CTS, kernel, and IREE exclusions across five GPU targets. Keep unsupported compiler targets and source failures excluded, and retain expensive matmuls as runtime-only skips so compilation is tested. Pin the repaired corpus and ROCm SDK 10.2.0a20261008 from whl-next. Preserve the historical DBT package lock and report its SDK version separately from the SDK used to build and run the simulator. Land after the queue retirement, mixed-format WMMA, and vector memory fixes, and publish the pinned corpus commit before enabling the workflow.

Pin the repaired corpus and ROCm SDK 10.2.0a20261008 from the published nightly wheel index. Preserve the historical DBT package lock and report its SDK version separately from the SDK used to build and run the simulator.
This PR is draft until its dependencies land:
Local validation: the corrected index resolves the pinned SDK and all five GPU device packages; workflow parsing, corpus pins, and the separate DBT SDK version check pass. Full simulator/corpus qualification was performed with all three simulator fixes applied together. This coverage branch needs those fixes before the restored tests can pass independently.
