…d skip-ci-config.toml (#13525) Bumps all pinned TheRock workflow and source refs to `c01e3a3`, which adds path-based skip filtering for external repos (ROCm/TheRock#8800). That feature reads skip patterns from a TOML config sourced from the external repo, so this also adds `.github/skip-ci-config.toml` (seeded with the existing `SKIPPABLE_PATH_PATTERNS` from `.github/scripts/therock_configure_ci.py`) and passes the SHAs, event metadata, and config path through the `external_repo` payload so TheRock can compute the diff and decide whether CI is needed. --------- Co-authored-by: Claude Opus 4.6 <noreply@anthropic.com> (cherry picked from commit fad26ec)
Use release/bkc/therock-10.2-20261013 for reusable workflows, checkout refs, the CI environment output, and the ref resolver default. Preserve workflow overrides and leave artifact reuse policy in TheRock. Validation: pre-commit and actionlint passed; 11 ref resolver tests passed. Generated with Codex

LGTM, see that the main changes are remnants from the first cherry pick and the other pinning part seems to be accurate, verified with files from older pinning commit for bkc releases https://github.com/ROCm/rocm-libraries/pull/12431/files#diff-8eb6d5f23517edac4c4d5cc5ff533efda680aab18c13300e3a0107bd709f02a5

This is pointing to the artifacts from the rocm-libs submodule bump run, which I believe is expected ROCm/TheRock#8933

Waiting on reviews for ROCm/TheRock#8984 then all baseline run id / stage reuse code will be disabled on release branches.

See these changes have already landed on develop and cherry picked
|
CI signal looks clean enough to merge so the branch can be ready to receive subproject cherry-pick requests. |
