Summary

• add rocke print to collect, reconstruct, and render selected stopped-wave logical values in one rocGDB command
• add rocke collect for saving the same presentation-neutral host snapshot when later rendering or automation is needed
• separate stopped-wave capture, register-value decoding, logical tile reconstruction, and rendering
• add offline ASCII and JSON rendering plus a dense full-rank MFMA demo whose expected 16x16 tile is 21 on the diagonal and 19 elsewhere

This PR is stacked on #10903. It does not include or depend on the device_print implementation from #10841.

Current scope

• collection is limited to the selected stopped wave; block-wide collection remains unsupported
• implemented storage formats fit in one 32-bit register word: f32, packed f16/bf16, and packed fp8/bf8
• future multi-register values such as f64/i64 belong in the register-value decoding layer and do not require changes to tile reconstruction

Validation

• PYTHONPATH=python python -m pytest tests/tools -q
  • 91 passed, 7 subtests passed
• live headless rocke print and independent host readback
  • all 256 expected full-rank matrix-product cells matched
