@BrianHarrisonAMD I see from ROCm/rocm-libraries#4507 that some hipDNN [plugin] deps are being changed/removed. Should someone make a pass through and update https://github.com/ROCm/TheRock/blob/main/ml-libs/CMakeLists.txt too? I think we can do that separately from this submodule update.

I'm also reworking how spdlog in particular is built with

• Move non-sysdep third-party projects after base and compiler. #2045
• Revert "Move non-sysdep third-party projects after base and compiler." #3439
• Reapply "Move non-sysdep third-party projects after base and compiler" #3440

Yea we are going to follow-up to do a final clean-up once this PR lands in TheRock.
We also have another PR to remove fmt consumption from hipDNN backend.

Generally, we will do a clean-up pass this week, or next.
