Prepare for 0.22.0rc2 tag#8882

In preparation for the upcoming 0.22.0rc2 tag this commit bumps the version strings for the package so that it indicates the version is rc2 for when we tag the release. This commit should be the tagged commit when we push out 0.22.0rc2.

Approving ahead of time - we should just be able to update this branch once the dependencies are in and automerge then.

I've merged this, but I've also made #8891 which we may well want to slip into rc2 as well. |
