maturin build now correctly skips native libraries left by maturin develop for CFFI and UniFFI bindings, which use a `lib` prefix (e.g. libfoo.so, libfoo.dylib). Previously only PyO3-style names (e.g. foo.abi3.so, foo.pyd) were matched. Extract the check into a documented is_develop_native_library() helper. Fixes PyO3#2656
