Bloom new release for Rolling

Right now, this repo is broken due to a ROS 2 control deprecation I already fixed in #14.

This, in turn, is blocking the Kinova ROS 2 packages from being released due to transitive dependencies.

All that is needed is for someone with the permissions to merge #16 and then bloom said 0.0.4 release. I'd do it if I could, but...

@shaur-k thanks for helping here! I should have access to bloom the package, but only one thing is needed if you have access to this:

Can you create a git tag named 0.0.4 with the tip of main that corresponds to the new release? I should be good from there.

Also re the coverage build CI job: seems this doesn't run automatically after landing a PR, but it is set up for workflow dispatch.

This means you should be able to go to the Actions tab of this repo and manually kick off a run of the Coverage Build job off the main branch.

Also, I notice that you hit regular Merge on these PRs which generally makes the history look a bit ugly. In future, consider using the "Squash and merge" option.
