[Bug] payload deliverer module not enabled in most builds

### Describe the bug

We should enable the payload deliverer module on all of the builds by default. Using a gripper is a super basic feature that users expect to work. If the issue is flash usage then we should get rid of this as a separate module. The logic is simple and could be included as a library.
