[scala-akka-client] Scala Akka client does not support arbitrary query string parameters

manual tests (removed in this PR due to samples not up-to-date) passed in #8610

better test is to use the echo api spec and we'll see if anyone from the community has time to make the contributions.

• If your PR is targeting a particular programming language, @mention the technical committee members, so they are more likely to review the pull request.
