Context: PR #1562 (already covered by OMN-10834) replaced the Unix socket transport with Kafka. PR #1564 fixes the topic mismatch — the skill was publishing to onex.cmd.omniclaude.delegate-task.v1 but the runtime subscribes to onex.cmd.omnibase-infra.delegation-request.v1.
