docs(OMN-10566): OCC contract and dod evidence for Settings class - #768

Adds contract + 3 dod receipts for OMN-10566 (Task 2: Create omnimarket.config.Settings with empty defaults). Evidence: 13 unit tests pass; 3415 tests pass (not kafka, not integration); pydantic-settings added as explicit dependency.
