evidence(OMN-15717): re-bind active evidence to omnibase_infra#2678 live head - #6188
Conversation
All prior dod_evidence entries for OMN-15717 supersede down to entries bound only to the merged OCC companion PR #6153, not to the product PR #2678 itself. Once PR #2678 advanced past its original head with a new commit (5d4061c9ce, fixing 3 CodeRabbit findings), occ-preflight eligibility started failing with pr_ticket_mismatch: no PASS receipt bound to PR #2678 or any of its commit SHAs. Adds a net-new dod_evidence entry (dod-active-bind-pr-2678-5d4061c9) that supersedes dod-occ-evidence-admissibility-active-pr-6153 and a net-new receipt binding to PR #2678's current head (5d4061c9ce2b4ef85bcbddb58edbcdde2d4d189b), verified locally against the live validator (eligible=True).

…starvation false-fails (#6230) * fix(OMN-15765): raise check-bot-authored-authz-guard timeout to stop starvation false-fails check-bot-authored-authz-guard was firing red on 12/17 open D-cluster PRs, including 5 human-authored (occ#6172/#6175/#6176/#6182/#6188). Pulled the failing job logs for occ#6176 and occ#6182: both die inside actions/checkout@v7 (fetch-depth: 0) / the setup-uv composite with conclusion=cancelled at the job's timeout-minutes: 5 wall, never reaching the guard's own decision-logic step. CI Summary's fail-closed != success comparison then scores that cancellation as an authz REJECT. This is CI-scheduling starvation, not a matcher defect -- the identity/path matcher (evaluate() in check_bot_authored_authz_guard.py) is already unit-tested correct in both directions and is unchanged here. Corroborated by OMN-15722/PR #6173, which raised nine sibling ci-summary jobs on the same preamble-latency evidence (checkout observed up to 22m38s in one run). Raises only check-bot-authored-authz-guard's timeout-minutes 5 -> 45 (matching OMN-15722's floor) and adds a regression test (test_bot_authored_authz_guard_timeout_omn15765.py) pinning the floor, proven red-before (fails at 5) / green-after (passes at 45). OMN-15765 * evidence(OMN-15765): DoD receipts for authz-guard timeout fix Adds PASS receipts for both dod_evidence items in contracts/OMN-15765.yaml (dod-authz-guard-timeout-raised, dod-authz-guard-matcher-unchanged-both-dirs), required for occ-preflight eligibility on this PR. OMN-15765 * fix(OMN-15765): reword ci.yml comment to clear the runner-label naming gate The prior comment's wording ("contended self-hosted omnibase-ci fleet") literally embedded the two centralized runner-selector labels outside the fromJSON(vars.OMNI_TRUSTED_CI_RUNS_ON_JSON || ...) form, which trips omni-standards-compliance.yml's hard-coded-runner-label scan (CI Naming Convention). Reworded to describe the same fact without repeating the literal label strings. No behavior change. OMN-15765

…lf-bind re-bind for PR #6188 Contract Compliance Check (hosted, OMN-15309 admissibility predicate) BLOCKed OMN-15717 with 0/6 admissible entries: every prior entry is either superseded or INSIDE_OWN_DIFF (pulls/{n} metadata reads about the OCC companion's own PR). Same predicate blocked the local omnibase_infra pre-push deploy-scope-dod mirror (OMN-14681) — PR #2678's full diff (grown by the legacy-node-ledger follow-up commit) touches deploy-scoped handler/service paths with zero falsifiable deploy-scope evidence in this contract, the omnibase_infra#2319 gap. Adds: - dod-deploy-scope-omn15717-app-migrations: gh api contents probe against omnibase_infra's application-migrations.tsv at PR #2678's then-current head (5d4061c9c), grepping for the node_pr_review_bot declaration line the fix introduces. EXECUTED + FALSIFIABLE + OUTSIDE-OWN-DIFF (verified locally against the live classify_evidence_item predicate: ADMISSIBLE). Verified to currently resolve and pass: gh api ... | base64 -d | grep -c returns 1. - occ-self-bind-pr-6188-loose: existence/open-state-only re-bind for the companion PR, superseding the predecessor's head-SHA-pinned check (which already mismatches the live head after this same commit lands, and would mismatch again on the next push) — never head-equality on the companion's own PR. Local verification: _has_effective_check() on the full dod_evidence list now returns True (was False); classify_evidence_item() on the new entry returns ADMISSIBLE; tests/test_evidence_admissibility.py 76 passed. occ-preflight/eligibility rejected the prior commit (1112c3d) with missing_or_nonpass_receipts for both net-new entries. Mints the two PASS receipts, both executed live against the real surfaces at commit time (2026-08-10T06:20:10Z): - dod-deploy-scope-omn15717-app-migrations: gh api contents probe against omnibase_infra's application-migrations.tsv at ref=5d4061c9c returned content containing exactly one node:node_pr_review_bot line (grep -c -> 1, exit 0). - occ-self-bind-pr-6188-loose: gh api pulls/6188 existence/state probe returned "true" (PR #6188 open), exit 0. Both contract_entry_sha256 values recomputed via omnibase_core.validation.validator_receipt_gate.compute_contract_entry_sha256 against the live contracts/OMN-15717.yaml and cross-checked with check_receipt_contract_binding (binding_error=None for both). Evidence-Ticket: OMN-15717
…d-active-bind-pr-2678-5d4061c9 receipt Receipt Hardening Gate caught this live on Pre-commit job 93373202754 after the ci:ready label triggered a full run: the receipt's contract_entry_sha256 (cce33770...) no longer matched the recomputed hash (950a3f5d...). Root cause pre-dates this lane -- commit 925db07 ("admissible gh api form for dod-active-bind-pr-2678-5d4061c9 check_value") rewrote the contract entry's check_value from a bare `gh pr view --json ...` form (inadmissible under the OMN-15309 predicate: bare `gh` never counts, only `gh api`) to the admissible `gh api repos/.../pulls/2678` form, without regenerating the bound receipt. Fix: re-ran the CURRENT check_value live. It requires PR #2678 state=="open"; PR #2678 was closed 2026-08-08T10:12:10Z (bulk close) -- reopened it (branch/head unchanged: jonah/omn-15717-migration-stream-domain-declaration @ 5d4061c9c) as part of this same reland lane, then the probe returned "true", exit 0. Recomputed contract_entry_sha256 via compute_contract_entry_sha256(contract, evidence_item_id) and verified check_receipt_contract_binding returns None (no error) for the repaired receipt, plus a live run of scripts/validation/check_receipt_hardening.py against every OMN-15717 receipt -- exit 0, zero violations. … rebased head (3eaf3c03) (#6305) * evidence(OMN-15717): re-bind active evidence to omnibase_infra#2678's rebased head (3eaf3c03) The reland lane rebased and force-pushed jonah/omn-15717-migration-stream-domain-declaration onto a then-current origin/dev (afbba99c), moving the head from 5d4061c9c to 3eaf3c030. occ-preflight/eligibility (infra run 31363940176, job 93378237088) immediately confirmed the expected reason=pr_ticket_mismatch: no PASS receipt binds to the new head. The prior OCC companion (#6188) that carried the 5d4061c9c-pinned entry already merged, so per standing OCC practice this is a minimal append-only successor entry + receipt on a fresh companion, not an edit to the merged one. Adds dod-active-bind-pr-2678-3eaf3c03 (supersedes dod-active-bind-pr-2678-5d4061c9), check_value re-verified live (PR #2678 open, head == 3eaf3c03012cf4ebfbdc0b7d92e4dd8ddbb158db), plus its PASS receipt (contract_entry_sha256 recomputed against the live contract, check_receipt_contract_binding returns None).
