Why

omnibase_core PR #958 (feat(OMN-10211): scaffold substrate_gates package in omnibase_core) is failing verify / Receipt-Gate because OMN-10211's contract (in main via PR #493) declares 5 command-type dod_evidence items but the corresponding receipt files at drift/dod_receipts/OMN-10211/dod-NNN/command.yaml were missing.

This PR ships the 5 receipts. After merge, re-trigger verify on omnibase_core#958 — it should now pass cleanly.

Definition of Done

• 5 command.yaml receipt files at canonical paths
• All 5 receipts are PASS with concrete probe_stdout and actual_output
• Pre-commit clean (Validate ticket contract YAML, Require dod_evidence, all hooks pass)
• After merge: re-trigger verify on omnibase_core#958 to confirm Receipt-Gate now passes

Redundant — worker-OMN-10211 already shipped these 5 receipts in PR #499 (merged). My PR was generated in parallel because the worker hadn't reported back yet at the time. Closing to keep the receipt history clean. The merged content from #499 is functionally equivalent.
