Why

omnibase_core PR #958 (feat(OMN-10211): scaffold substrate_gates package in omnibase_core) is failing the verify / Receipt Gate CI job because OMN-10211's contract had only evidence_requirements (description-level) without the structured dod_evidence items + check_value receipt files Receipt-Gate parses. Same root issue blocks deploy-gate / deploy-gate.

This PR adds the missing structured evidence so PR #958 can pass the receipt gate.

Redundant — PR #493 (already merged) added a more comprehensive ticket contract for OMN-10211 with 5 command-type dod_evidence items including a substrate_gates-as-pre-commit-tool deploy-gate justification (no runtime service). My PR added file_exists receipts which are unnecessary given the command-style checks already in main. The verify failure on omnibase_core#958 happened BEFORE PR #493 merged; re-triggering the verify workflow on #958 should now pass.
