fix(OMN-14758): allowlist kafka transport guard

Summary

• allowlist the new omnibase_infra KafkaTransport face for the existing freestanding Kafka-client guard class
• keeps the exemption scoped to src/omnibase_infra/event_bus/kafka_transport.py under OMN-12751
• replaces fix(OMN-14758): allowlist kafka transport guard #4392 solely to satisfy main-target hotfix branch policy
