Net-new OCC evidence for omniclaude PR #1845 (OMN-13899).

• contracts/OMN-13899.yaml — net-new contract (no existing contract/receipt modified; net-new-only per OMN-13888).
• drift/dod_receipts/OMN-13899/dod-occ-self/command.yaml — PASS.
• drift/dod_receipts/OMN-13899/dod-omniclaude-pr-1845/command.yaml — PASS (binds omniclaude PR evidence(OMN-10409): bind receipt contract hashes #1845: report-only no-faked-boundary gate).

Split from OMN-13501 because the OCC eligibility check is per-PR: OMN-13501's merged contract (OCC#3536) binds to omnimarket #1590, so omniclaude #1845 needs its own net-new binding. Receipt Honesty Gate verified locally (0 violations). Runner headless-worker-f2-claude != verifier occ-preflight-ci. contract_sha256 computed post-yamlfmt.
