Ticket: OMN-13829

Binds the OMN-13829 PASS DoD receipt to omnibase_infra PR #2177 (head 3d617b79), the operator-confirmed canonical revision that repins omnimarket to the freshest dev rev (OMN-13836 clean pins) and reframes the node-skill co-install as canonical. Follow-up to OCC#3461 (which bound PR #2174, now merged).

This unblocks the infra verify / verify receipt-gate + occ-preflight / eligibility checks, which require a PASS receipt binding OMN-13829 to PR #2177 or one of its commit SHAs.
