Appends dod_evidence entries dod-OmniNode-ai-omnimarket-pr-3479-ci and dod-OmniNode-ai-omnimarket-pr-3479 to contracts/OMN-16831.yaml, with a PASS receipt for each under drift/dod_receipts/OMN-16831/, for omnimarket#3479 at b827f42698d890896fee32b9e5f9236eb9d7a5a4. #3479 restores the delegation imports to omnimarket.models.delegation.wire; the second check counts 1 import line from that module in handler_delegation_recovery.py at that sha. Receipts were captured with check_receipt_hardening.py --capture-probe and bind contract sha256 e6712a330d285f2cf5ed21f3d464c6cf16af848f46bccd546c90aff2fc656814 (yamlfmt, check-yamlfmt-contamination and check-receipt-hardening passed first).
