Adds dod-omnimarket-pr-1566 so the omnimarket #1566 Receipt Gate finds a PASS receipt bound to that PR once merged. Contract reused unchanged (dev hash fbece51c). OMN-13674

Adds the DoD PASS receipt binding OMN-13674 to omnimarket PR #1566 (cov-A declared-state coverage for the merge_sweep_pr_lifecycle_orchestrators cluster).
The OMN-13674 contract (contracts/OMN-13674.yaml) already exists on dev (OCC#3454); this PR only adds drift/dod_receipts/OMN-13674/dod-omnimarket-pr-1566/command.yaml so the Receipt Gate on omnimarket #1566 finds a PASS receipt bound to that PR.
