Contract reused unchanged (dev hash fbece51c). OMN-13674

…1566 receipt Rebinds the shared dod-occ-self receipt to this OCC PR (#3468) so occ-preflight eligibility (which enumerates receipt paths from dev and reads them at PR head) finds an OMN-13674 PASS receipt bound to #3468. Adds dod-omnimarket-pr-1566 so the omnimarket #1566 Receipt Gate finds a PASS receipt bound to that PR once merged. Contract reused unchanged (dev hash fbece51c). OMN-13674
