Adds the dod-omnimarket-pr-1565 evidence item + receipt (PASS, merged omnimarket commit 88599b4a) and re-binds every OMN-13674 receipt's contract_sha256 to the current contract hash so the receipt-hardening gate is green. No live deploy; tests-only downstream change.
