…eipt The contract's dod_evidence was rewritten for the merge_sweep_pr_lifecycle_reducers cluster (omnimarket #1565); the dod-omnimarket-pr-1560 receipt is no longer referenced and its stale contract_sha256 tripped the receipt-hardening gate. PR #1560 already merged; its evidence is preserved in git history.

…erge_sweep_pr_lifecycle_reducers) Rebased additively onto the shared OMN-13674 contract (now carrying #1560/#1567 sibling evidence). Adds the dod-omnimarket-pr-1565 evidence item + receipt (PASS, merged omnimarket commit 88599b4a) and re-binds every OMN-13674 receipt's contract_sha256 to the current contract hash so the receipt-hardening gate is green. No live deploy; tests-only downstream change.
