OMN-13319 — OCC evidence (PR-associated runs only)

Carries contracts/OMN-13319.yaml + DoD receipts consumed by omnimarket PR #1378 via Evidence-Source.

Fix: node_pr_lifecycle_inventory_compute collects each check run's trigger event and counts only PR-associated runs (pull_request, pull_request_target) toward ci_passing. A green workflow_dispatch/merge_group CI Summary is dropped, so a PR whose only green is a manual dispatch stays not-green and arm refuses (Enforcement Map F3 / handoff #4; omnibase_core#1280).

• dod-pr-associated-runs-only — uv run pytest tests/test_golden_chain_pr_lifecycle_inventory_compute.py -q → 23 passed (7 new F3 tests).
• dod-deploy-gate — compute-only change, no live deploy / runtime mutation.
