OMN-12934 — OCC receipt binding for omnibase_core backmerge PR #1226

Adds dod-core-dev-backmerge-clean receipt under drift/dod_receipts/OMN-12934/
that binds a PASS to omnibase_core backmerge PR #1226 (merge commit
730c67b8f). Without a PR-bound receipt the omnibase_core backmerge's Receipt
Gate failed OCC eligibility with pr_ticket_mismatch (existing OMN-12934
receipts bind to the OCC/infra/spi promotion PRs, not the core backmerge).

Changes

• New evidence item dod-core-dev-backmerge-clean added to
  contracts/OMN-12934.yaml (+ its PASS receipt).
• All five OMN-12934 receipts' contract_sha256 re-stamped to the updated
  contract hash sha256:98a95e0c… (adding the evidence item changed the file
  hash; every receipt must match the pinned hash or the eligibility check trips
  CONTRACT_HASH_MISMATCH).

Verification (local)

• validate-yaml contracts/OMN-12934.yaml: OK (ticket_contract).
• validator_occ_merge_eligibility for PR evidence(OMN-9121): bind omnibase infra PR 1650 #1226 (commit 730c67b8f):
  eligible=true, reason=eligible, detail "OCC evidence is present, PASS,
  hash-bound, and PR-bound".
• validator_receipt_honesty on the new receipt: PASS (0 violations; verifier
  receipt-gate-contract-review ≠ runner; real probe_command + probe_stdout;
