OMN-12829 — re-point C1 OCC receipts to the dev-targeted re-land PR

The original C1 escalation work (omnimarket PR #1124, commit d627327e) was orphaned by the stacked-PR auto-merge trap: #1124 merged into the B3 feature branch jonah/omn-12828-cloud-endpoints-key-refs (not dev), so the escalation code never reached origin/dev. It is being re-landed via omnimarket PR #1126 (feat(OMN-12829)… re-land onto dev, commit 96a4b33d, base dev).

The existing OMN-12829 OCC receipts bound to PR #1124 / d627327e, so the required verify / verify receipt gate on #1126 failed with reason: pr_ticket_mismatch ("no PASS receipt for one or more tickets binds to PR #1126 or one of its commit SHAs").

Change

Re-points two receipts so eligibility binds to the dev-targeted PR:

• dod-market-pr-merged-green: now probes gh pr view 1126 (real probe_stdout captured), commit_sha: 96a4b33d, branch jonah/omn-12829-escalation-to-dev.
• dod-escalation-suite-green: commit_sha re-pointed to 96a4b33d (suite re-run green, 6 passed — real probe_stdout retained).

The OMN-12829 contract is unchanged (hash dc9ee91b… preserved, so all contract_sha256 fields stay valid). Both receipts remain status: PASS with real probe_stdout and verifier != runner (claude-occ-verifier vs claude). Note: deploy-gate is not a required check for the omnimarket dev branch (required = CI Summary, reject-skip-token, verify/verify, node-drift-gate, Runtime Sweep), so no deploy receipt is added here.

dod_evidence

• omnimarket evidence(OMN-11187): bind PR evidence to omnimarket 685 #1126 full suite: uv run pytest tests/ -m "not kafka" → 6539 passed (189s); mypy --strict clean; pre-commit green
• Re-pointed receipts carry real probes (gh pr view 1126, pytest …test_escalation_omn12829.py → 6 passed)
