OMN-12477: Bind infra PR #1797 to central OCC evidence

Adds the downstream PASS receipt that binds omnibase_infra PR #1797 to the central OMN-12477 contract and receipt set. This is required because #1797 cites OCC evidence and Receipt Gate requires a PASS receipt bound to the downstream PR number or commit SHA.
