evidence(OMN-12463): add deploy-gate DoD evidence for omnimarket runtime-path changes

Follow-up to OCC #1908. omnimarket PR #997 touches src/omnimarket/nodes/ runtime paths, so the deploy-gate requires a deploy-flavored dod_evidence item on the OMN-12463 contract.

Adds dod-deploy-gate (+ receipt) recording that post-merge runtime deploy + integration sweep remain required. The LIVE golden-chain proof (publish a market node contract -> a new Stable consumer group appears) is gated on OMN-12449 deploying its consumer-side namespace gate + handler_class fixes to a runtime. Payload-shape correctness is already proven by the adapter unit tests and the omnibase_infra ContractYamlParser.parse round-trip.
