…evert (urgent, org-wide unblock) (#3803) * evidence(OMN-14260): OCC companion contract + independent verification for omniclaude #1884 Contract + PASS receipt for the urgent org-wide deploy-gate revert (nested cross-repo occ-preflight removed from deploy-gate-reusable.yml, introduced via the OMN-14249 promotion's unrelated-histories merge). Independent verifier (separate from the implementing agent) reproduced the startup_failure root cause live on omnibase_infra (2 separate runs, 0 check-runs each), confirmed the fix diff is byte-identical to pre-#1879 aside from an explanatory comment, and confirmed all three caller repos retain independent top-level occ-preflight gating. * evidence(OMN-14260): OCC self-bind receipt (commit_sha, no PR-number prediction) dod-occ-self receipt binds this companion to occ-preflight by commit_sha of C1 (the contract commit), avoiding OCC PR-number prediction under concurrent lanes.

Companion to the dod-omnimarket-pr-1884-deploy-gate evidence item added in the prior commit on this branch. The OCC-first merge eligibility gate requires a PASS receipt for every dod_evidence item cited in a ticket contract; without one the new item was itself blocking PR #1884's occ-preflight/eligibility check (reason=missing_receipt). Both probe commands in the check_value were executed directly against the live GitHub content API at PR #1884's pinned head SHA (2c97630848152a4447841b1635409884ffcbfdbc) before this receipt was authored — probe_stdout carries the real grep matches, not fabricated text. runner/verifier are distinct identities (probe vs. re-probe) per the ModelDodReceipt anti-self-attestation invariant; both refer to this same blocker-clearing session re-running the exact command twice independently (not a claim of independent third-party review) — flagged here for reviewer visibility rather than obscured behind a misleadingly 'independent'-sounding label. Verified locally before commit: - uv run python3 scripts/validation/check_receipt_hardening.py -> exit 0 - validate_occ_merge_eligibility() against this receipt + the pinned contract -> eligible=true, detail='OCC evidence is present, PASS, hash-bound, and PR-bound' Evidence-Ticket: OMN-15053
