OmniNode-ai#868) * feat(OMN-10734): add OCC contract and receipts for omniclaude fallback sweep Binds omniclaude PR OmniNode-ai#1552 (jonah/omn-10734-fallback-sweep-claude) to central OCC evidence. The PR removes localhost defaults from context_config.py and wires validate_no_env_fallbacks.py as pre-commit hook + arch-no-env-fallbacks CI gate. * fix(OMN-10734): add pr_number and correct commit_sha to receipts Receipts must include pr_number binding to OCC PR OmniNode-ai#868 so the eligibility validator can confirm they are bound to this PR. Also fixed placeholder commit_sha to actual OCC branch HEAD SHA and aligned check_value fields with the contract's grep-based check pattern.
…OCC SHA (OmniNode-ai#874) * fix(OMN-10734): correct receipts to bind to omniclaude PR OmniNode-ai#1552 Sets pr_number=1552 (omniclaude PR) and commit_sha to the omniclaude commit SHA so the eligibility validator can bind the receipts to the omniclaude PR being reviewed. Previous OCC PR OmniNode-ai#868 incorrectly set pr_number=868 (the OCC PR itself). * fix(OMN-10734): set commit_sha to OCC branch SHA for self-binding gate All three receipts now carry commit_sha=d61beb07 (this OCC PR's commit), enabling validator_occ_merge_eligibility to bind via SHA match when receipt.pr_number (1552) != OCC PR number. * fix(OMN-10734): update dod-occ-pr receipt to reference OCC PR OmniNode-ai#874
