evidence(OMN-20375): hand-authored companion for omnibase_core#1853

Summary

Hand-authored OCC evidence companion (OMN-15247) for OmniNode-ai/omnibase_core#1853 at 0639d7cb33525e8440c826433d45586f3b5d2250. The occ-autobind outcome check-run on #1853 reads DECLINED, skip:DEFER_HAND_AUTHORED, because OMN-20375 already carries hand-authored companions.

• contracts/OMN-20375.yaml gains two dod_evidence entries: dod-OmniNode-ai-omnibase_core-pr-1853-ci (diff scope) and dod-OmniNode-ai-omnibase_core-pr-1853 (reads receipt-gate.yml at the PR commit and counts lines naming validator ref 50f790aacb515cdc78290a4ff73cb18f2b2cc3e3: 1).
• Two PASS receipts under drift/dod_receipts/OMN-20375/, each filled by scripts/validation/check_receipt_hardening.py --capture-probe (verifier occ-probe-capture-v1); contract_entry_sha256 from omnibase_core.validation.validator_receipt_gate.compute_contract_entry_sha256. No existing receipt is touched.

Why #1853 needed it

occ-preflight / eligibility and verify / verify on #1853 failed pr_ticket_mismatch ("no PASS receipt for one or more tickets binds to PR #1853"): its body cited OCC#12379, which is omniclaude#2503's companion.

Verification

• validator_occ_merge_eligibility run locally against this branch's contracts and receipts for omnibase_core#1853: eligible: true, reason eligible, six receipts listed. The same check at OCC dev, without these files, fails pr_ticket_mismatch (evidence(OMN-12420): dod receipts for node_dod_verify envelope-unwrap fix #1853 CI job 110972502512).
• Conflict note: OCC#12369 (omnibase_core#1850's companion) also appends to contracts/OMN-20375.yaml; whichever merges second needs a rebase.
