…eflight eligibility) The occ-preflight eligibility gate requires at least one PASS receipt per cited ticket to bind to THIS OCC PR (pr_number == snapshot.pr_number OR commit_sha in the PR's commit set). The dod-occ-pr receipts previously carried pr_number 1215 / the omnimarket commit_sha, which bind to the omnimarket PR, not the OCC PR — so the OCC PR's own eligibility check reported pr_ticket_mismatch. Repoint the dod-occ-pr receipts to pr_number 2621 + the OCC commit, matching the predecessor OMN-13141 pattern (the dod-occ-pr receipt binds the OCC PR; the dod-omnimarket-pr / dod-failloud-loader receipts continue to bind the omnimarket PR #1215, which is what the omnimarket Receipt-Gate resolves via Evidence-Source: OCC#2621).
The OCC merge-eligibility validator requires at least one PASS receipt for the cited ticket to bind to THIS OCC PR (pr_number == the OCC PR, or commit_sha in the OCC PR's commits). dod-occ-pr is the self-attestation receipt; re-point it from the superseded OCC #2621 to #2635 so eligibility is satisfied for the #1221 emit-evidence PR. Refresh its evidence text to describe the 4-receipt set (3 re-pinned #1215 routing-gate receipts + dod-emit-wired-pr1221 for #1221).
