Summary

Record the existing OMN-17374 PR #2259 behavior readback as manual OCC evidence so the contract no longer leaves that proof marked OWED.

What changed

Added one manual evidence item bound only to AC4 in contracts/OMN-17374.yaml and its durable receipt under drift/dod_receipts/OMN-17374/. The receipt cites the recorded Sep 1 migration readback and Sep 22 staging run, including positive and negative controls and the migration checksum. No ticket status, application code, migration, or staging state changed.

How it was verified

  • scripts/validation/check_contract_dod_authoring.py contracts/OMN-17374.yaml — PASS, 1 contract checked.
  • validate-yaml contracts/OMN-17374.yaml — PASS.
  • scripts/validation/check_receipt_hardening.py <receipt> — exit 0 against the recorded PR head SHA 3ca5bfe87d22b810ad92bd887b77c4f72ba322af.
  • Receipt field check — PASS; source comment bd79c6bc-8f0c-4fef-b201-160929fd9928, run 35738454904, both controls, and checksum 334e08d6b09a0a7bb94e94a0f9f4496cd262a5c806115ad0fa15b7edf2485d33 match.
  • git diff --check — PASS.

Local gates

No gate was bypassed. No --no-verify, SKIP=, --no-gpg-sign, or core.hooksPath override was used. The required pre-commit and pre-push hooks passed. Any hook failure will be fixed at the input, not worked around.

Not in this change

This evidence records the existing readback only. It does not clear M3 C19 or claim OMN-17374 is fully complete. No Linear or Slack writes were made.

Post-merge closeout for OMN-17374. Merged 2026-09-23T10:49:06Z as 3cf4a81 from codex/OMN-17374-occ-evidence into dev: the recorded PR 2259 behavior proof.

No reviews and no prior comments on this PR, so nothing outstanding to answer here. Noting for the record that the branch has since carried post-merge follow-ups (OCC self-bind minted under OMN-18921, plus PR-body corrections) — that work lives on beyond this merge and is not closed by it.

dod_verify on OMN-15359 has failed 4 checks since the 2026-09-05 closeout
(Linear comment 585f8390), and none of them are product reds. Three items
name supersession targets that were never added to the contract
(DANGLING_SUPERSESSION), and dod-occ-evidence-validator-pr-2674 is
non-probative, so the supersession it declares never took effect and the
original PR #2674 binding, whose open head no longer exists, runs and fails.

Editing those items is not an option under the append-only gate. The
verifier already provides the repair (OMN-15708): a LATER item that
verifies in its own right retires the earlier one, whatever that item's own
marker says. So this appends four items, each binding the real final state:
PR #2674 merged at head 087567ca / merge 82c6381a (twice, one per stale
binding), the source-level proof re-read at the merge commit, and OCC PR
#6253 merged at head 0495f7f / merge 8c4bf7f. Each check was run, and
fails when one pinned fact is changed. Receipts carry the real probe
output.

dod_verify: 4 failed -> 0 failed; the retired items stay in the contract
for audit. No claim is made about OMN-15359's acceptance criteria.
