### Release
- Cut omnibase_infra from dev at 0.38.29 for the OMN-16976 tenant-authority delivery path and the 116 commits merged since v0.38.27.
- PyPI currently has 0.38.27 as the latest published omnibase-infra release; dev is already versioned at 0.38.29, so this release intentionally does not edit dependency pins or downgrade the package version.
- Declared dependency floor is unchanged from dev: `omnibase-core==0.47.16`, `omnibase-spi==0.23.3`, `omnibase-compat==0.5.7`, all published.

- fix(OMN-18443): anchor the release-identity published set to the evaluated tree (#3655).
- fix(OMN-17228): the Pattern B broker carries the tenant off the consumed envelope (#3631).
