chore: release v0.38.29 (OMN-16976) - #3675

OCC autobind did not mint a companion for this PR: no changed-file candidate could be proven RED against the merge base, and emitting a PR-existence probe instead would be non-falsifiable evidence (OMN-15247). Hand-authored evidence is required. |

The model is the FINDER, never the gate: merge is gated only by the
deterministic Hostile Review Thread Gate, which blocks while
hostile-reviewer threads are unresolved. Resolve each thread after
addressing (or rejecting, with a reply) its finding.
Below quorum: 3 finding(s) raised by one model only (OMN-18479)
These are reported and NOT dropped, but they get no thread and do not block: a single model's finding no other model reproduced is not evidence enough to stop a merge. Read them; act on them if they are right.

Release-only PR.
origin/devalready declaresomnibase_infra0.38.29 while PyPI's latest publishedomnibase-infrais 0.38.27, so 116 commits are merged but unreleased. This PR does not edit the version and does not hand-tag: it adds theCHANGELOG.mdentry so the existingauto-tag-on-mergeworkflow cutsv0.38.29from the checked-in version and dispatchesrelease.yml.Delivery context for OMN-16976: the tenant-authority fix itself is already published (
01261b796is inv0.38.14+,4a27ecdab/ #3088 is inv0.38.16+, both below the 0.38.27 on PyPI), and both downstream consumers already sit above that floor (omnimarketatomnibase-infra>=0.38.22,omniclaudeat>=0.38.26). This cut carries the accumulated dev tree forward so the consumer pins can be raised to a current release.Preconditions verified before the cut:
git merge-base --is-ancestor origin/main origin/devexits 0, sorelease.yml's non-force main fast-forward can succeed.omnibase-core==0.47.16,omnibase-spi==0.23.3,omnibase-compat==0.5.7are all published on PyPI.v0.38.29exists on origin.Verification:
uv run --frozen python scripts/check_release_identity.py --base origin/dev->OK: no packaged src/** change in this diff - version bump not required (pyproject 0.38.29, latest published 0.38.27).dod_evidence:
