Remove old ArbOS versions and their behaviors

90% of this PR is removing the old L2 pricing model

Pulls in:

• Fix fee history with exponential pricing and set ArbOS versions back to 1 go-ethereum#108
• ABI changes for removing old ArbOS versions blockscout#16
