fix(doctor): skip /models health check for providers that don't support it

Salvage of #21785 by @jak983464779 onto current main.

Plumbs supports_health_check (consumed in hermes_cli/doctor.py:1421) through _build_apikey_providers_list so providers known not to expose a /v1/models endpoint get skipped rather than failing the doctor health check.
