Three gateway bootstrap steps (IPv4 preference, config validation, deprecation check) silently swallowed failures. Surfaces warnings to stderr.

Salvaged and merged via #21278 onto current main. Your commit was cherry-picked with authorship preserved, plus a small follow-up to include the exception detail in the warning output so operators can actually diagnose what went wrong. Thanks!
