alice-vision: init at 3.3.0

[hesiod]

Add AliceVision, which is a dependency for Meshroom (see #216403).

Includes two other fixes (regarding libe57format and cctag) I should probably split out to another PR.
PRs created:

• libe57format: 3.2.0 -> 3.3.0 #496870
• cctag: use boost186 to fix build error #496871

Supersedes #256115 which in turn superseded #224262.
