python3.pkgs.fetchPypi was deprecated in favor of top-level fetchPypi, see #234043.
python3Packages.fetchPypi currently breaks nixpkgs-review. It is the last remaining use of non-top-level
fetchPypiin nixpkgs.Ping: @vcunat
