To prevent ISO image build failures, we must include powerpc64le in badPlatforms until one of these things happens: 1. `linux-kernels.nix` sets `linux_default` to 5.19 or later 2. #192668 is merged This is a stopgap measure in the meantime.

Description of changes
To prevent ISO image build failures, we must include powerpc64le in badPlatforms until one of these things happens:
linux-kernels.nixsetslinux_defaultto 5.19 or laterlinux/kernel: backport symbol GPLification fix from 5.19 so NixOS installer can build #192668 is merged
This is a stopgap measure in the meantime.
