upgrade llvmPackageLatest from 11 to 12

Motivation for this change

I wanted clang-tools to use llvm version 12, and it was currently using 11.

Things done

change llvmPackageLatest variable

• Tested using sandboxing (nix.useSandbox on NixOS, or option sandbox in nix.conf on non-NixOS linux)
• Built on platform(s)
