Disables support for Javascript and PHP:
- Javascript requires an old version of v8
- PHP requires a larger number of dependencies in addition to php-embed

Adding pkgs.haskellPackages.hdevtools. This is my first nixpkgs pull request, so let me know if I messed anything up.
