Translate the contact timeline and reconnect controls

The per-contact timeline still showed English status chips, relationship nudges, composer options and draft controls after the Contacts list/form translation. This change renders that remaining surface in all seven base locales and formats calendar dates and USD amounts for the selected locale. Reconnect requests use a translated, contact-name-free ledger title and explicitly request the selected output language.

The pure timeline helpers receive an explicit translator; saved titles, notes, communication subjects, interaction IDs/kinds, tone values, chronological ordering and cadence calculations retain their existing behavior. Twenty scoped contactTimeline keys are added per locale, with existing labels reused. German, French and Portuguese use formal address.

Validation:

• 44 focused tests pass, including 36 real component/provider-catalogue and server-action cases across seven locales. Coverage includes generated nudges, date/currency presentation, saved text, composer payloads, deletion identity, draft tones and copy/pending states.
• Native TypeScript, changed-file lint, all eight i18n gates and git diff --check pass; the component/helper/action scan reports zero visible literals.
• Full suite: 9,580 tests pass. Six inherited Windows-only guard failures remain in five suites: household-trail (1), i18n-server-boundary (2), supabase-query-audit (1), untrusted-fence-ratchet (1), and metadata-title-not-catalogue-key (1). The separate portability PR Make repository audits work on Windows and POSIX #457 addresses these; this branch does not alter their assertions.

Based on main 593867d5. The two Contacts list/form files and keys from #459 are outside this diff. The independent page metadata localization from #449 is also left untouched. No schema or sidebar changes. Tests use a Node render/handler harness and mocked provider boundaries; this does not claim live-provider or authenticated-browser verification. Failed history reads that can currently appear empty are tracked as a separate runtime correction, rather than included in this translation batch.
