[None][fix] Nemotron-H VL: run the RADIO vision tower on the TRTLLM attention backend - #21458
NemotronHVisionEncoder now configures RADIOVisionModel with vision_attn_backend="TRTLLM". This changes the vision tower’s attention backend only; the language model backend is unchanged. The PR reports this avoids a FlashInfer cuDNN ragged-prefill plan-build stall on unseen image sizes during CUDA graph replay.
QA Engineer Review

Per-File QA Perspective
tensorrt_llm/_torch/models/modeling_nemotron_h_multimodal.py: Verify that the RADIO vision tower uses the TRTLLM backend and processes unseen image sizes during CUDA graph use. The PR reports GPU validation, but no test changes are included.
Description
NemotronHVisionEncoder builds RADIOVisionModel with its default vision_attn_backend="FLASHINFER". On a DGX Spark (GB10, SM121) with the language model running under CUDA graphs, the first request with a not-yet-seen image size never completes: FlashInfer's cuDNN ragged-prefill plan build for the new shape stalls, and the whole server freezes with nothing in the log. Sizes already planned keep working, so it shows up as random hangs in production.
This passes vision_attn_backend="TRTLLM" for the vision tower only, the same choice other vision towers in the repo make (Gemma4 vision and Qwen2.5-VL force TRTLLM for their vision sub-config). The language model's attention backend is unchanged.
Found while serving NVIDIA-Nemotron-3.5-Super-VL-120B-A12B-NVFP4 on TensorRT-LLM 1.4.0rc1. The RADIO call site is unchanged on main.
Test Coverage
Tested on 1.4.0rc1 (commit 0372799) on DGX Spark with CUDA graphs on: 7 previously hanging image sizes now complete; image eval 8/8 and long-context recall 9/9 (4K-32K) unchanged. The same setting is in our B200 and B300 serving configs.
An earlier attempt to switch the vision tower to FA2 crashed with an illegal memory access, so this uses the TRTLLM backend.
No new unit test: the hang needs a GPU, CUDA graphs and a new image shape. Happy to add an integration test if there is a suitable multimodal test list.

FlashInfer's cuDNN ragged-prefill plan build for a not-yet-seen image shape
can stall while the language model runs under CUDA graphs, freezing the
server. Use the TRTLLM backend for the vision tower only, as other vision
towers in the repo do.

NemotronHVisionEncoder now passes vision_attn_backend="TRTLLM" to RADIOVisionModel. A comment describes a possible FlashInfer cuDNN ragged-prefill plan-build stall during CUDA graph replay.
The selected backend is currently unverified by repository tests, so a future reversion could silently restore hangs for unseen image sizes; the focused regression test should be added as follow-up.

Add a regression test for the Nemotron-H vision backend selection.
The NemotronHVisionEncoder constructor now passes vision_attn_backend="TRTLLM" to RADIOVisionModel, but the existing tests bypass this constructor or replace it with a mock. A future change could restore the FLASHINFER default without failing the current tests.
Add a focused constructor test that captures the RADIOVisionModel arguments and asserts vision_attn_backend == "TRTLLM". If supported GPU CUDA-graph coverage is available, also exercise an unseen image shape to cover the reported stall path.

This switches the backend on every GPU, not only SM121. Hopper and Blackwell users of Nemotron-H VL will also move off FlashInfer for the vision tower. Please add a quick vision-encoder latency/throughput comparison (FlashInfer vs TRTLLM) on one non-Spark GPU, e.g. B200, which you already serve on, so reviewers can confirm the encode path doesn't regress.
Also, NemotronHVisionEncoder is the only caller of RADIOVisionModel. Changing the vision_attn_backend default at tensorrt_llm/_torch/models/modeling_radio.py:1178 (plus its docstring) would keep that default from pointing at a backend no caller uses.
Thanks for the review. On #20802: once a per-encoder encoder_attention_backend lands, this change only sets the Nemotron-H RADIO default to TRTLLM, so users can still choose FlashInfer explicitly. I'm happy to rebase onto #20802 if it merges first. On the regression test (CodeRabbit): selecting the backend needs the vision tower to be built, and the hang itself needs a GPU, CUDA graphs and a new image shape, so I left it to the existing multimodal integration tests. I can add a small construction-level check if you'd like one. On B200 numbers: we verified this on DGX Spark only. The setting is in our B200 and B300 configs too, but those runs didn't use this code path, so we have no vision-encoder data there yet. I'll share numbers if I run them. On the modeling_radio.py default: since NemotronHVisionEncoder is its only caller, I'm happy to change the default there instead if you'd like it in this PR.
