[None][fix] Chat streaming: send finish_reason on its own chunk - #21149
Symptom. In a streamed chat completion, the chunk that carries finish_reason also carried the output of the last generation step. A client that stops reading a choice at its first finish_reason (OpenAI ends every choice with a chunk whose delta is empty, so a loop that breaks there loses nothing against OpenAI) drops that output here: the last piece of content, or the closing fragment of a tool call's arguments, so the arguments it accumulated no longer parse. Tool parsers that release a call only when generation ends (a kimi_k3 call flushed at the end of the stream, or a forced tool_choice extracted from the model's markup) put the whole call, name and arguments, on that chunk, so such a client sees no tool call at all.
Cause.chat_stream_post_processor builds one choice per output and iteration and stamps finish_reason on it in the iteration that finishes. That is also the iteration in which the tool and reasoning parsers flush what they buffered, so output and finish were fused.
Change. When the finishing iteration of a choice carries output (content, reasoning content, tool-call deltas or logprobs), the output now goes out on its own chunk without finish_reason, followed by a chunk with "delta": {} that carries finish_reason, as OpenAI streams it. Fields follow what they describe:
stop_reason and the per-request speculative_decoding stats describe the finish and move to the finish chunk (the stats stay on the chunk with finish_reason, as _build_spec_decode_stats documents).
logprobs stay on the output chunk with the tokens they describe; the finish chunk has none.
avg_decoded_tokens_per_iter is on both, as on every chunk.
With stream_options.continuous_usage_stats, both chunks carry the usage, since every chunk of such a stream does (_test_openai_chat.py::test_chat_completion_stream_options asserts that). With include_usage alone, the trailing "choices": [] usage chunk is unchanged and still last.
A finishing iteration without output still sends a single chunk, unchanged.
Tail of a forced tool call before and after (other chunk fields omitted):
Wire-shape change (for the release notes). A streamed chat choice whose last generation step produced output now ends with one more chunk: the output arrives on a chunk without finish_reason, and a chunk with an empty delta carries finish_reason. That is at most one extra chunk per choice per stream. Clients that read every chunk until [DONE], such as the OpenAI SDK's stream accumulators, get the same content, tool calls, finish reason and usage as before.
Which paths change. All producers of chat completion chunks on main were checked:
Changed: chat_stream_post_processor, i.e. /v1/chat/completions with stream: true for models without the harmony format. Post-processing in the server process and in post-processing workers (num_postprocess_workers > 0) both run this function. Each choice of an n > 1 request gets its own output and finish chunks.
Changed without code changes: disaggregated serving. The orchestrator relays the generation worker's chunks byte for byte, so its clients get the new shape.
Unchanged: the harmony path (handle_streaming_response in harmony_adapter.py) already ends each stream with its own empty-delta finish chunk. /v1/completions streaming and the Responses API are untouched. The Anthropic /v1/messages stream is built from these chunks, and its events are unchanged: the same events came out for a forced tool call, a kimi_k3 call flushed at the end, and plain content.
Notes for reviewers.
Benchmark clients that time every chunk, such as the openai-chat backend of tensorrt_llm/serve/scripts/backend_request_func.py, record one extra, near-zero inter-chunk gap per request. Generated text and token counts are unchanged.
New class TestChatStreamFinishChunk in tests/unittest/llmapi/apps/test_tool_parsers.py. The file is already registered in l0_cpu.yml and marked cpu_only (CPU-Generic stages), so no list changes. Each test drives the real chat_stream_post_processor with a few inline deltas:
test_finish_reason_arrives_on_its_own_empty_chunk, parametrized over forced_call_arguments_in_fragments (forced call whose arguments stream in fragments, the last one in the finishing step), k3_call_flushed_at_finish (auto kimi_k3 call released at the end), forced_k3_call (forced kimi_k3 call extracted from markup) and content (plain text). Each case checks that a client that stops at the first finish_reason already has all of the content, the tool name and complete arguments ({"location": "NYC"}), that the last chunk with output carries no finish_reason, and that exactly one chunk carries finish_reason: the last one, with "delta": {}.
test_a_finish_without_new_output_stays_one_chunk: a finishing step without output still sends one chunk.
test_continuous_usage_is_on_the_output_and_the_finish_chunk: with continuous_usage_stats, every chunk carries usage, the output and finish chunks included, and the usage-only chunk is still last.
test_logprobs_stay_with_the_output_and_the_stop_with_the_finish: logprobs only on the output chunk; stop_reason and speculative_decoding only on the finish chunk.
test_each_choice_ends_with_its_own_finish_chunk: with two choices, each ends with its own empty-delta finish chunk, and a client that stops at a choice's finish has that choice's full text.
Results (CPU, without compiled bindings):
New tests: 8 of 8 pass on this branch. On main's code, 7 fail and 1 passes (the one-chunk guard, which holds on main too). The failures read, for example, '{"location": "NY' != {'location': 'NYC'} and '' != 'get_weather'.
Revert check: without the split, the same 7 tests fail. Further mutations are each caught by one test: splitting even when there is no output, putting usage only on the finish chunk, leaving stop_reason and the stats on the output chunk, and repeating the logprobs on the finish chunk.
pytest -m cpu_only tests/unittest/llmapi/apps: the only difference from main is the 7 new tests that fail there. Nothing that passes on main fails here. test_tool_parsers.py alone: 928 passed here, 921 passed on main with the new tests. The remaining failures come from the environment and are identical on both.
tests/unittest/executor/test_spec_decode_stats_payload.py: 22 passed, including the per-choice chat_stream case. The three chat_stream_post_processor tests in tests/unittest/llmapi/test_llm.py (a GPU file that does not collect on CPU) pass when their bodies run on CPU.
The GPU end-to-end streaming tests were not run. Their client-side checks were replayed on inline streams parsed with the OpenAI SDK, and they hold: _test_openai_chat.py::test_chat_streaming (one finish_reason, the same text and logprob counts) and ::test_chat_completion_stream_options (usage on every chunk with continuous_usage_stats, only on the last chunk without it).

When a chat choice’s finishing step contains output, chat_stream_post_processor emits the output chunk before an empty-delta finish chunk. A finishing step without output remains a single chunk. The change keeps logprobs with output and moves stop_reason and per-request speculative-decoding statistics to the finish chunk. Continuous usage data appears on both chunks. The PR objectives report no changes to Harmony streaming, /v1/completions, or the Responses API. Current review-finding counts are unavailable.
QA Engineer Review
tests/unittest/llmapi/apps/test_tool_parsers.py adds focused tests for finish-chunk behavior, including output-free finishes, reasoning, tool calls, logprobs, continuous usage, speculative-decoding metadata, and multiple choices. tests/unittest/llmapi/apps/test_responses_usage.py updates the continuous-usage chunk-count expectation. Both files are listed in tests/integration/test_lists/test-db/l0_cpu.yml; no manual-QA list entry or test-list change is reported. The PR objectives report eight passing new tests; GPU end-to-end streaming tests were not run. Coverage verdict: needs follow-up because GPU end-to-end behavior remains unverified.

A streamed chat choice carried its finish_reason on the same chunk as the
output of its last iteration. A client that stops reading at the first
finish_reason drops that output: the last content, or the closing fragment
of a tool call's arguments, so the arguments it keeps no longer parse. Tool
parsers that release a call only when generation ends put the whole call on
that chunk.
chat_stream_post_processor now sends that output on its own chunk and the
finish on a chunk after it with an empty delta, as OpenAI streams it. The
stop reason and the per-request spec-decode stats go with the finish, the
logprobs stay with the output, and with continuous_usage_stats both chunks
carry the usage. A finishing iteration without output still sends a single
chunk.
Wire shape: a choice whose last iteration carries output now ends with one
more chunk.

Summary
Detect and split finished choices tensorrt_llm/serve/postprocess_handlers.py
The postprocessor detects content, reasoning content, tool calls, or nonempty logprob content. For a finished choice with carried output, it emits an output chunk, then an empty-delta chunk with finish metadata and speculative-decoding stats. Continuous usage is attached to each emitted chunk.
Verify output and finish chunk ordering tests/unittest/llmapi/apps/test_tool_parsers.py, tests/unittest/llmapi/apps/test_responses_usage.py
Tests cover content and tool-call ordering, finishes without new output, continuous usage, reasoning, logprobs, stop metadata, and independent finish chunks for multiple choices. The usage test expects four chunks.
The streamed finish reason remains available to chat clients, and no issue requiring a fix before merge was established.

Explanation
The title "[None][fix] Chat streaming: send finish_reason on its own chunk" follows the repository template: it uses the [None] ticket placeholder and the lowercase [fix] type. It names the main change: in streamed chat completions, finish_reason now arrives on its own empty-delta chunk instead of on the chunk that carries the last output. The raw summary, the PR objectives and the description all describe this same change to chat_stream_post_processor.
Full details: Description check
Explanation
The description is thorough and mostly complete. It explains the symptom (the finish_reason chunk also carried the last output, so clients that stop at the first finish_reason lose content or tool-call arguments), the cause in chat_stream_post_processor, and the change, with a before/after example. It documents wire-shape impact, affected and unaffected paths, and reviewer notes. The Test Coverage section lists the new TestChatStreamFinishChunk tests and the results of CPU and mutation runs. It states that GPU end-to-end tests were not run. The template's '@coderabbitai summary' line and the PR checklist are present, though only the first checklist item is ticked. The description does not mention API labels (api-compatible or api-breaking) even though the wire shape changes, which a reviewer should confirm. The template's required title format is satisfied.

The new reasoning_content check separates final reasoning output, but the added finish-chunk cases do not configure a reasoning parser. If this check regresses, a client that stops at finish_reason can miss the final reasoning delta. Add a case in tests/unittest/llmapi/apps/test_tool_parsers.py::TestChatStreamFinishChunk that produces only final reasoning_content and asserts that it precedes an empty-delta finish chunk. Add a reasoning-only final-delta case to TestChatStreamFinishChunk in
test_tool_parsers.py, without configuring a reasoning parser, and assert that
the delta containing only reasoning_content is emitted before the empty-delta
finish chunk.
The added logprobs case also has final content, so it cannot detect a regression in the choice.logprobs.content check. A final token with logprobs but no text must still put its logprobs before the finish chunk. Add a case in tests/unittest/llmapi/apps/test_tool_parsers.py::TestChatStreamFinishChunk with an empty final text_diff and nonempty final logprobs_diff. Assert that the logprobs appear only on the chunk before the empty-delta finish. …he finish chunk
A final delta that carries only reasoning_content, or only logprobs for a
token that decodes to no text, must stay on its own chunk ahead of the
empty-delta finish chunk. No case in the file covered either condition.
Signed-off-by: JunyiXu-nv <219237550+JunyiXu-nv@users.noreply.github.com>
reasoning_content: added test_final_reasoning_precedes_the_finish_chunk to TestChatStreamFinishChunk. It streams through the deepseek-r1 reasoning parser, so the last delta has reasoning_content and no content. It asserts that the final reasoning is on the chunk before the finish and that the last chunk carries finish_reason with an empty delta. It fails with the reasoning_content condition removed from _carries_stream_output, which no earlier case in the file caught.
logprobs: test_logprobs_stay_with_the_output_and_the_stop_with_the_finish now also runs a without_final_text case: the last step has an empty text_diff but a token with logprobs. It asserts those logprobs are only on the chunk before the finish, and that the finish chunk has an empty delta, no logprobs, and the stop reason and speculative-decoding stats. It fails with the logprobs.content condition removed; the case with final text did not catch that.
@JunyiXu-nv Thanks. I inspected both cases in 3bd10e3f07. They cover the two gaps:
The reasoning-only case checks that reasoning_content precedes an empty-delta finish chunk.
The text-less logprobs case checks that logprobs precede the finish chunk, while stop_reason and speculative-decoding stats stay on the finish chunk.
No further changes are needed for these two nitpicks. I did not run the tests, so I have not independently verified the reported mutation-test results.
